Yes you can.
Once youve imported clips (as avi's) you can
view it on the timeline. zoom in, and you can view it frame at a time.
You can just cut out one frame (or 60, or however many you want) and shift them elsewhere.

Hi there
Why not build the machine up yourself a piece at a time. I have just got the processor that you are describing and also h=got a Abit raid motherboard and i can tell you it really flies. You can check out the reviews at http://www.motherboards.com/catalog/
Also i can tell you that i have 2 30gb 7200 hard disks and they capture data rate is very high. As for the capture ceiling of 4gb, you shouldnt be capturing any clip this long. keep you files short and label them well and they should be easier to locate when editing.
I know i have mentioned it before but for analogue editing you really wont regret getting the pinnacle dc30+ editing card. This used together with premiere 6 does the job so well.

i am using a similar panasonic camera 2 yourself, i had to get the DV IN enabled on it as it only came with a DV out on the camera.
